Curtailment in South America: Brazil, Chile, Argentina and Peru

Wind and solar energy curtailed, as a % of possible generation, month by month. Each country is measured by its own operator; the four sit side by side only after stating what each one calls curtailment.

Common metric: curtailment ÷ (actual generation + curtailment), by source and month. Each country's curtailment is that country's operator figure, read as published (each definition below); generation is that of the same plants.

What each operator calls curtailment

Brazil

Operator
ONS — Brazilian National System Operator
Definition
Curtailment = ONS estimated reference generation minus actual generation, summed per plant cluster and half hour, only in half hours with an operating restriction (constrained-off) classified by ONS: ENE (energy, oversupply), CNF (electrical reliability) or REL (external grid unavailability). It is the basis of the Curtômetro counter and reproduces the ONS GNRa. It covers wind and solar plants dispatched by ONS; distributed generation is out.

Alternative measure, taken together
Per-plant sum (GREATEST(estimated − actual, 0), same reason filter). Slightly higher because summing per plant does not net a plant above against one below its reference: a method difference, not extra lost energy. In 2026-09: wind 25.60% and solar 34.04% by that measure, against 25.28% and 33.59% in the table.

Chile

Operator
CEN — Chile's National Electric Coordinator
Definition
Curtailment = 'reducción' published by CEN, per variable-renewable (ERV) plant and hour, in the monthly report "Reducciones de Energía Eólica, Solar e Hidro en el SEN". CEN publishes the curtailed energy already computed and does not publish the cause (grid and oversupply are not split). Included: report plants identified in the CEN registry, only in hours with published generation; generation is that of the same plants in the same hours. Distributed generation (PMGD) is not in the report. Each month arrives about two months later.

Alternative measure, taken together
TOTAL reduction published by CEN per source (the file's "Resumen-Mensual"), including report plants we could not identify in the registry (about 4% of wind and 10% of solar curtailed energy), over the same generation: slightly overstated. In 2026-07: wind 7.08% and solar 9.34% by that measure, against 6.88% and 8.46% in the table.

Argentina

Operator
CAMMESA — Argentina's wholesale electricity market administrator
Definition
Curtailment = 'Energía Reducida' published by CAMMESA in its monthly Variable Renewable Generation report (sum of the regions in the monthly summary). CAMMESA computes possible minus generated power of each wind or solar park from 10-second signals, only while a transmission saturation or a frequency-control reduction is active — the same structure as Brazil (reference minus actual, filtered by the restriction). Generation = monthly net generation from CAMMESA's GRV database. With it, the % here reproduces the one printed in the report up to March 2026; from April 2026 the report's summary box repeats March's generation (1,627 GWh wind, 542 GWh solar) and the printed % falls below the one here. Most of it comes from grid restrictions (lines, transformers, regional export limits); the rest from frequency control, islanded operation of Patagonia and system faults.

BrazilGrid calculation on CAMMESA's hourly Post-Operation Report: 'posible' minus generated energy, per group and hour, in hours with a recorded restriction, over the same generation. It does not reproduce the report by source (whole hours and the Report's list of groups differ from CAMMESA's 10-second calculation); kept as a second reading. In 2026-07: wind 0.29% and solar 0.36% by that measure, against 0.47% and 1.36% in the table.

Peru

Operator
COES — Peru's system operator
Definition
Curtailment = 'vertimiento' of wind and solar renewable (RER) plants published by COES in the VERTIMIENTO RER sheet of the daily operation report (IEOD), per plant and half hour. Per the COES Glossary (Osinergmin Res. 003-2025-OS/CD), it is the energy zero-variable-cost plants could not generate for lack of transmission capacity or because zero-cost generation exceeded demand. The sheet exists since 2026-04-17: the series is short. An empty cell counts as zero, as in COES's own 'Total diario'; a day without the sheet drops the whole month. Generation is the executed wind and solar dispatch from the same report.

Comparability caveat

  • The four operators measure similar, not identical, things. Brazil and Argentina start from an estimated reference generation (what the plant would have produced) and subtract what it produced, in restricted hours; Chile and Peru publish the curtailed energy already computed, per plant, with their own methodology. No number on this page was recomputed to 'level' the methodologies.
  • The denominator is the same for all four: actual generation of the same plants plus curtailment. That is why the % here differs from the Curtômetro (curtailment ÷ estimated reference generation, rolling 12 months); for Argentina it is the same % as CAMMESA's report (curtailment ÷ possible energy) up to March 2026.
  • Scope: Brazil = plants dispatched by ONS; Chile = plants in CEN's ERV report; Argentina = wind and solar parks in CAMMESA's GRV report; Peru = COES renewable (RER) plants. Distributed generation is out in all four.
  • Cause: Brazil only counts curtailment with an ONS-classified reason (energy, reliability, external grid); Argentina records each order's description; Chile does not publish the cause; Peru defines 'vertimiento' as lack of transmission or oversupply. A higher % alone does not mean a country's grid is worse: the size of the renewable fleet relative to demand weighs as much as transmission.
  • Only complete months count. A month not published, or with an unpublished day, is left out (dash in the table), never shown as zero; a zero in the table is a zero published by the operator. Chile arrives about two months late; Argentina about five weeks late (CAMMESA's monthly report); Peru starts in May 2026 (April was partial).
